Abstract

In classic methodology of environmental evaluation emission data are taken into account as a basis for the environmental impact analysis. This means that location of the system and its components are not important. In other words environmental impact of the system placed in particular area could be identical in quite different area. The data about elements of environmental that could be affected by the system is usually omitted. It seems not to be the proper approach. If the installation is placed in populated area it should have much worse environmental score that the same installation placed on the desert. In order to modify the environmental impact assessment procedures and make it possible to include location as an important factor one should change emission approach into "immision" one. The sensitivity of the particular area should be defined in all impact categories - which should be describes in global and local terms. Some remarks about environmental impact analysis are placed in the paper as well as proposed modifications in EIA procedures in order to grasp location problems - taking as an example waste management system.
